Bob Keller has four decades of experience as a private sector telecommunications attorney representing companies, individuals, educational institutions, local governments, etc., before the Federal Communications Commission, federal courts, and state regulatory agencies on matters involving communications law and FCC regulation and policy. This includes a broad range of communications services, including cellular, PCS, SMR, ESMR, private and common carrier paging and microwave systems, broadband radio services, toll free telephone number administration, broadcast, cable TV, etc. He has extensive experience in radio licensing matters (including lotteries and spectrum auctions), transactional matters (contracts and agreements, due diligence review, legal opinions, securing regulatory approvals, etc.), regulatory compliance auditing, defending enforcement actions (monetary forfeitures, license revocation/modification actions), rulemaking proceedings, judicial appeals, etc.
Mr. Keller took his law degree from the Columbus School of Law, Catholic University of
America (Washington, D.C.), where he served on the Board of Chancellors
of the Moot Court Association, overseeing the mock trials program. He took his
undergraduate degree from the Catholic University of America's School of Theology and Religious Studies.
Prior to law school he taught Mathematics and Religion
at a parochial high school. While in law school he interned at the FCC,
serving in the office that regulated common carrier mobile radio communications
and oversaw the initial regulation and implementation of cellular
service in the United States.
Since graduating from law school in 1979, Mr. Keller has been
continuously engaged in the private practice of communications law.
In 1994 he left his position as partner in a communications law
firm to establish a solo law practice. For ten years (1996-2006), Mr. Keller
also served as an adjunct faculty member at Catholic University's Institute
for Communications Law Studies (now the
Law & Technology Institute),
where he developed and taught a course on the federal regulation
of wireless telecommunications systems and services.
Mr. Keller is a member in good standing of The District of Columbia Bar and
the Federal Communications Bar Association. He is admitted to practice before,
inter alia, the D.C. Court of Appeals, the U.S. Courts of Appeals for
the D.C. and Third Circuits, and the United States Supreme Court.
As Amateur Radio Extra Class licensee KY3R, Bob is an active member of the
American Radio Relay League. He and his wife, Laurie, reside in
Bethesda, Maryland. They are the proud parents of three thriving adult
children and two (so far) grandchildren.
